So where was the last one?

My guess is that there was someone who held the position that corresponds to today’s “最高司令官: Supreme Commander,” the role currently filled by Garling.

“司令官commander” is usually someone who stays off the front lines and gives orders to the team from a distance. So it’s likely that Garling, “団長 the leader”, was the one overseeing things directly on the ground during the God Valley incident — while the “最高司令官 Supreme Commander” stayed behind in Mariejois.
