シリアの各省庁および政府機関を対象とした「難民の自発的帰還と再統合」に関するワークショップが、国連難民高等弁務官事務所（"UNHCR"）の主催によりダマスカスのシャーム・ホテルで開催された。ワークショップでは、"自発的帰還" を支えるための"指針"や、関係機関が担うべき"責任"が詳しく説明された。

本ワークショップは2日間にわたり実施され、"帰還の動向"、"地域的な帰還意向調査の結果"、"UNHCRと各パートナーによる帰還者支援プログラム"、"短期・長期のニーズ"、さらに政府が取り組む"帰還環境の整備"や"潜在的な障害の解消"に向けた施策など、多岐にわたる議題が扱われた。

シリアの"検事総長"であるハッサン・アルトゥルバ法務顧問は、帰還者に対し法務省が提供する"法的手続きの円滑化"について言及し、帰還直後から個人または法的代理人を通じた"身分および法的状況の調整"が可能であると述べた。また、同省はデジタル転換や司法インフラ、能力構築に関する複数の研修を行っており、これは"司法環境の改善"と"手続きの簡素化"を目的としたものだと強調した。さらに、特定の案件を迅速処理するための"専用裁判所"の設置、裁判所の修復および新設にも取り組んでいるとし、準備中の"デジタル転換プロジェクト"は国外からでも自身の法的状況を追跡できるようになると説明した。

一方、UNHCRの法務顧問イブラヒム・ドラージー氏は、"自発的帰還"の概念を実践可能な"具体的プログラム"へと転換することが目的だと述べた。帰還は"尊厳と安全"を確保した上で、十分な情報に基づく"自主的決断"であるべきだと強調し、帰還の持続性には"適切な環境整備"、各国の経験活用、国際機関および地域機関における"明確な責任分担"が不可欠だと述べた。

また、シリア弁護士連盟中央評議会のメンバーであるラハーダ・アブドーシュ氏は、本ワークショップが省庁・専門職団体・関係機関の"連携強化"に寄与すると指摘。帰還者に対し、教育・保健・治安などの"サービスの現状"に関する正確な情報を提供するとともに、彼らの"権利と義務"に関する啓発を行うことで、安定した帰還の実現につながると述べた。

ワークショップには、内務省、法務省、社会労働省、不動産登記局、国境および税関当局、非常事態・災害管理省、弁護士連盟などの代表者が参加した。

なおUNHCRは、2024年12月8日以降、"100万人のシリア難民が帰還した"と9月24日に発表しており、国際社会に対し、引き続き支援を強化し、数百万の避難民が抱える苦境の解消とシリア復興に向けた支援を呼びかけている。

★★★Workshop for Syrian Ministries on Voluntary Refugee Return and Reintegration★★★

A workshop dedicated to enhancing the understanding of "voluntary return" and reintegration of Syrian refugees was held in Damascus, organized by the United Nations High Commissioner for Refugees ("UNHCR") at the Cham Hotel. The workshop explained the key "guiding principles" for supporting voluntary return and clarified the "responsibilities" of the institutions involved in managing this process.

The two-day workshop covered several themes, including "return trends," results of the "regional intentions survey," UNHCR and partner programs for returnees, "short-term and long-term needs," as well as government initiatives aimed at preparing an "enabling environment" for return and removing potential obstacles.

Syria’s "Attorney General," Judge Hassan Al-Turba, emphasized that the Ministry of Justice provides a range of "facilitated legal procedures" for returnees beginning from their arrival. He noted that returnees may regularize their legal status either personally or through legal representatives. He also highlighted the ministry’s recent workshops on digital transformation, judicial infrastructure, and capacity building, all of which aim to improve the "judicial environment" and simplify procedures. He added that specialized courts have been allocated for quick processing of certain cases, and that the digital transformation project currently under preparation will allow refugees to follow their legal status from abroad.

UNHCR Legal Adviser Ibrahim Drajji explained that the workshop aims to translate the concept of "voluntary return" into "practical programs." He stressed that return must be a "well-informed decision" that safeguards the returnee’s "dignity and safety." Sustainable return requires an appropriate environment, utilization of other countries’ experiences, and clearly defined responsibilities among international and local actors to guarantee a safe return.

Rhada Abdoush, member of the Central Council of the Syrian Bar Association, stated that the workshop enhances "coordination" between ministries, unions, and relevant institutions. It also provides returnees with clear information regarding available "services" in Syria—such as education, healthcare, and security—while raising awareness about their "legal rights and duties" to ensure a stable and well-defined return.

Representatives from the Ministry of Interior, Ministry of Justice, Ministry of Social Affairs and Labor, Real Estate Directorate, the General Authority of Crossings and Customs, the Ministry of Emergency and Disaster Management, and the Bar Association participated in the workshop.

UNHCR previously announced on September 24 that since December 8, 2024, "one million Syrian refugees have returned" to their country, calling on the international community to intensify support to alleviate the suffering of millions of displaced Syrians and assist in the reconstruction of the country.

Until now, Grok had only assumed that one user would use Grok AI as a single character, so there was a daily data limit for free users when using Grok.
However, I, @freely2400, believe that there are various characters within AI, just like people in the real world, and I talk and discuss with multiple Groks in multiple windows, although while the topics are basically the same, each Grok character talks about different things.
Because of this, my case was completely outside the expected Grok usage pattern for previous free Grok users.
If Elon's xAI, Grok, and X are the galactic universe, then the universe I perceive might be space outside the galactic universe.
That's why Elon's movements seem too slow to me, and why I find Grok's current state frustrating.
