《关于权力、逐利与制度的若干备忘》

1️⃣ 基本前提
人类行为受激励结构影响
权力是一种对稀缺资源的支配能力
稀缺资源必然诱发逐利动机
结论：权力的逐利性不是偏差，而是结构属性。

2️⃣ 核心区分
逐利 ≠ 违规
动机 ≠ 行为
问题不在于“是否逐利”，而在于“如何逐利”
否认动机，并不能约束行为。

3️⃣ 制度的两种逻辑起点
道德起点型制度
假设权力应当无私
将逐利视为异常
依赖道德、纪律、运动式纠偏
现实起点型制度
假设权力必然逐利
将逐利视为常态风险
通过规则、透明、制衡加以限制
制度差异，本质上是认知起点的差异。

4️⃣ 被压抑动机的必然命运
当逐利动机不可被公开讨论时：
它不会消失
只会转入非正式、不可审计领域
并以更高破坏性形式出现
地下化 ≠ 消灭地下化 = 放大

5️⃣ 关于反腐的边界
反腐可以惩罚违规
反腐无法消除动机
若不调整制度假设，反腐只能循环出现
这不是执行问题，而是前提问题。

6️⃣ 制度成熟的最低标准
一个制度是否成熟，不取决于：
是否宣称道德高尚
是否要求个人完美
而取决于：
是否承认现实动机
是否限制行为边界
是否使权力行为可预测、可审计、可纠错

7️⃣ 最终判断
权力逐利并不可怕。真正危险的是，一个制度既依赖权力运作，又拒绝承认权力的动机。

1️⃣ Basic Premise
Human behavior is influenced by incentive structures.
Power is the ability to control scarce resources.
Scarce resources inevitably induce profit-seeking motives.
Conclusion: The profit-seeking nature of power is not a deviation, but a structural attribute.

2️⃣ Core Distinction
Profit-seeking ≠ Violation of rules
Motive ≠ Behavior
The issue is not "whether profit is sought," but "how profit is sought."
Denial of motives does not constrain behavior.

3️⃣ Two Logical Starting Points of Institutions
Moral Starting Point Institutions
Assume power should be selfless.
View profit-seeking as abnormal.
Rely on morality, discipline, and campaign-style corrections.
Realistic Starting Point Institutions
Assume power is inherently profit-seeking.
View profit-seeking as a normal risk.
Restricted through rules, transparency, and checks and balances.
Institutional differences are essentially differences in cognitive starting points.

4️⃣ The Inevitable Fate of Suppressed Motives
When the motive of profit-seeking cannot be openly discussed:
It will not disappear;
It will only move into the informal, unauditable realm;
And appear in a more destructive form.
Going underground ≠ Eliminating going underground = Amplifying.

5️⃣ On the Boundaries of Anti-Corruption
Anti-corruption can punish violations; Anti-corruption cannot eliminate motives.
If the institutional assumptions are not adjusted, anti-corruption will only recur.
This is not an implementation problem, but a problem of premises.

6️⃣ The Minimum Standard for Institutional Maturity
Whether an institution is mature does not depend on:
Whether it claims to be morally superior;
Whether it demands individual perfection;
But on:
Whether it acknowledges real motives;
Whether it restricts the boundaries of behavior;
Whether it makes the exercise of power predictable, auditable, and correctable.

7️⃣ The Final Judgment
The pursuit of profit by power is not terrible. What is truly dangerous is an institution that both relies on the operation of power and refuses to acknowledge the motives of power. December 12, 2025
